Goo in Radiator

Greetings all,
I have a weird goo forming on the sides of my overflow tank and filler tube of the radiator in my �51 FFPW. I at first took it to be grease globs, but it turned out to be goo the consistency of very soft rubber cement. It is not grease or oil based as, when wiped off with a paper towel, it will lose its greasy, oily quality and become a thin, dry residue on the towel. The system should be rather clean as I totally disassembled the radiator, cleaned the parts, and rodded it out as part of the rebuild a couple of years ago. Prior to the rebuild I ran cleaner/flush through the system and did so again after re-installing the radiator. Since then I have again cleaned the system with Prestone "Radiator Flush+Cleaner" and then with Blue Devil "Radiator Flush". The goo has been reduced but not eliminated.
The questions I have are; what is this goo, and what can be used to eliminate it?
