Yes it's foot pounds. If you set it at 25 inch pounds you can expect the death wobble to occur when driving. You haven't installed the felt seal yet? It will feel tight and it's suppose to. Anything in the PIF follows maintenance manuals, I don't pull numbers out of the air. See link for Army maintenance procedure. This procedure applies only to the bronze upper cone bearing.
