Knuckle turning force- foot-lbs or inch-lbs

Rebuilt knuckles, new races etc. Followed directions in PIF, shocked bearings etc. Is the turning force required supposed to be inch or foot pounds? I only have an inch pounds flew torque wrench so I am shooting for 300 inch pounds. When I get it to that range it feels tight to move back and forth. Doesn't bind or anything, just not super easy. 25 inch pounds feels great so I want to confirm that it is supposed to be foot lbs. ?? Thanks!
