These are tough to extract. The link has an image of a homemade tool for extracting the pins and bushings. I assume you have the wheel off and weight off the springs by jacking up the frame and axle jacked up to take the tension off the spring pins. You may have to use a 5/8 rod or blunt end chisel and hammer to push the pin inward some to free it, then spray it with WD40 or other lube, then you can extract it. The pins will probably be grooved on their top so you'll have to play with the axle height some to get them past the bushing. Tighten the bolt in the pin before extracting. Don't use a chisel in the split, they get rusted and stuck on the inner side of the shackle and you have to drive them in 1/8 to a 1/4 to free them.
