Ok, in looking at the bushing specs for the FFPW and M37, the are two bushings the M37 uses that are very close in size. My guess is VPW sent you a C-1269602 (smaller) bushing mixed in with the C-50519s and that's the reason it's tight and wants to push out - see link. It's common for a supplier to send 3 50519s if they don't have the long bushing and I've used the M37 50519, but I don't like doing so, you have to cut one off once both are in the flange and drill a hole for the oil/felt and some times a piece of the steel unusually remains attached and stuck in the bearing area which difficult to remove. I always try to get the original parts before using something else. The bushing should fit pretty snug, if they are too lose, there is a risk the bushing will spin and over time mess up the housing or flange. At this point you can try and get the correct bushing from VPW and hopefully they will send the right one or purchase elsewhere. There is a NOS C-50519 and C-580902 on ebay just search the part numbers. Let us know how you make out.
