You can't swap the centers you have to have the dish holes welded up and new seats cut. Stockton Wheel in Stockton CA does that and there are probably other companies around that can do it. Before you invest in doing anything with the Model A rims, see what tires are available you might like, not many options for them. Look at M35 Military truck rims for tire options, contact Boyce at the link. They make M37 rims, same bolt pattern as the PW and probably could weld/cut a set of 20" M35 Duce rims for you. Thanks for the info on the Model A rims, that clears up where I was wrong.
