The manual requires .006-.008 backlash between ring & pinion. If you change the spacer to a thinner spacer, to move the pinion away from the ring, that will change the inch pounds on the pinion bearing, especially the big one, and .002 reduction may not correct the tooth contact, it's going to move tooth contact further down the tooth. I think you're better off using a different product on the teeth so you can get a better reading, and also going back through making sure the bearing preloads are with tolerances before considering changing the pinion position.
You have a range of 35-70 inch pounds on the pinion preload to work with, 40 inch pounds being ideal, so you have some wiggle room to get the tooth contact correct. Also put a little drag on the ring as you turn the pinion when checking.
