I would simply remove the Jack piston,and check ball, but leave the sleeve that it slides in while pumping. Use a tap to cut some threads in, and install a hydraulic fitting. After doing so, buy a new or used battery powered pump (6 or 12 volts) and connect it to your new fitting.
You won’t need any valve, turn the pump on to raise the arm, and use the existing valve on the cylinder to lower it.
