That truck is the Michigan State University truck owned by Michael Manzak, serial number 12. I think Joe has all of the photos stored here, but I am not finding them at the moment.
As far as the shorter fixed bracket, I believe someone currently produces a mirror image of the driver's side for use on the passenger side, but I have never seen in person an original short fixed bracket on a Power-Wagon and I cannot find any vintage pictures of one.
Here is a picture of what I believe you are referring to on the driver's side.
