If you press/release the brake pedal and you see the brake drums move slightly, the shoes and cylinders are functional and fluid is moving as it should. When looking in the MC plug hole, you should see fluid return when releasing, if you don't, the piston/cup is not fully resting against the steel washer or there is a restriction in the hose/lines. In most kits there is a big flat rubber washer that is used to create a new seal at the front of the piston cylinder if that area is pitted. If you place it at the rear between the piston and the steel washer, the piston will not return to it's normal position, not enough room for the piston/cup to get past the port to the fluid reservoir, and the system will hold pressure. Brake springs have a lot of pull, but any restriction is in the lines/hose, wheel cylinders or MC.
