Sounds like a "collapsed" flexible brake line. The rubber gets old and swells up, blocking the fluid from moving freely. It creates something of a one-way valve, and sometimes a stiff pedal. Fluid can go out to the wheel cylinders but has a hard time returning, and the brakes won't release.
Did you replace the flex lines when you redid the brake system? If not they are likely to be the problem. Even if you did, the quality of new parts is often not what we would hope for.
