Trailer winch - hand cranking a pto winch?

Saw a car trailer for sale on fb with what appears to be an 8k Ramsey pto winch mounted with the shaft pointed up and a hand crank installed. Seen all kinds of arrangements for loading winches but not that one. Would that be practical for anywhere close to the rating?
