I'm not quite sure what's going on here. Are the 265 and 251 pulleys different? If not, you need to go back to the 265 water pump. Does that cause problems with the fan location?
The pulley needs to be tight to the crank, or it will simply come loose. So you need a spacer to set the pulley where you need it.
